Worth carrying forward: This is the most important disqualification in the report. The keyword difficulty score is not just unhelpful here, it is inverted: it reads the thin backlink profiles of small contractor sites and returns difficulty 1, which is the exact opposite of the truth. Any keyword list that ranks by difficulty will surface these first and every one of them is unwinnable.
Med spa and medical aesthetics organic terms
Verified live on 'med spa boulder co': local pack of three clinics, then eight consecutive clinic homepages with Yelp at position 3 organic. The discovery sweep produced no Colorado senior-care keyword clearing 50 volume and a $3 CPC together. 'memory care boulder colorado', 'senior living boulder county' and 'assisted living boulder colorado cost' all returned no difficulty data and no Google Ads volume.
Worth noting the placement economics are extraordinary ($3,500 to $12,000 per move-in per A Place for Mom's published range), which is exactly why A Place for Mom and Caring.com have saturated the SERPs. The money is real and the door is shut.
Colorado property tax and government-answerable queries
Verified live on 'colorado property tax' (4,400 volume, difficulty 14, $4.48 CPC): AI Overview at the top, then the Colorado Division of Property Taxation, Denver, El Paso County, Summit County, Arapahoe County and Park County. Only SmartAsset and one think tank are non-government. County treasurers own this permanently and a $4.48 CPC does not change that.

Restaurants do not bid, so there is no click value to capture. tasteboulder.com's monetization has to be paid directory listings sold to restaurants, not lead-gen and not display. Its 382 scraped menus are the asset, not the traffic.
Things-to-do and national park informational traffic
Huge volume, no advertiser money. 'things to do in estes park' 18,100 at $0.80 CPC. 'rocky mountain national park timed entry' 9,900 at $0.08 CPC. These are display-only, and the display math is bleak: 9,900 searches at a 25% CTR and a $25 RPM is about $62 a month. Build them for authority and internal linking, never as a revenue line.
Wildfire mitigation and defensible space
The discovery sweep returned zero on-topic keywords. Seeds drifted entirely into California fire litigation and fire department queries. Real-world demand exists in Colorado; measurable search demand at a monetizable scale does not, at least not under these seed terms.

Already settled by the topic charter. Confirmed here: 'weather gunbarrel colorado' is 90 searches with no CPC at all, trending -79% yearly.

The question underneath all of it
The three biggest opportunities found (colorado wedding venues 8,100 at difficulty 14, estes park hotels 33,100 at difficulty 12, moving to colorado springs 480 at $9.85) all require a NEW property. Her five Boulder sites are boxed into a market whose relocation long tail is 10 to 20 searches a month per town.
That is the honest strategic finding: the Boulder portfolio's ceiling is low not because the sites are bad but because Boulder is small. Before starting a sixth property, the open charter question of whether boulderthingstodo and tasteboulder should be one domain deserves answering, because adding properties while the existing ones are thin makes the same mistake twice.
What to stop doing
- Stop ranking keyword lists by difficulty. Difficulty 1 surfaced 'residential electrician denver', which is unwinnable. Every local service keyword in Colorado scores easy and is a Maps 3-pack.
- Stop treating the DataForSEO Labs keyword_ideas CPC as real. Use the Google Ads endpoint. The Labs endpoint returned $1,409 for a maritime lawyer term and $476 for Vancouver plumbers.
- Stop modeling display revenue as a meaningful line. At Mediavine's $15 to $40 RPM, 8,100 monthly searches converted at a 25% CTR earns roughly $50 a month. Every lead-gen and referral model in this report beats it by one to two orders of magnitude.

The arbitrage pattern, and where else it appears
A follow-up sweep on August 9 hunted the specific pattern behind the best find above: queries where advertisers pay a lot but almost nobody competes. It priced about 140 keywords and SERP-verified ten.
The rule. Hunt the research question that sits one step before a large transaction, in a category where the transaction query itself is owned by a portal, a Maps pack, or a government site, and confirm that page one for the research query is made of ordinary content pages.
The fast sort. Look at whether the query is procedural or interpretive. Procedural questions (what does registration cost, how do I apply for the exemption, what is the fee schedule) belong to government sites and cannot be taken by a content page no matter how low the competition index is. Interpretive questions (what does this mean for me, which one should I pick, what surprised people) are open.
Why the pattern exists
A high cost per click means advertisers have priced the click against the transaction it precedes, not against the page it lands on. A low competition index means few advertisers are actually bidding on that exact string. Those two facts together only become an opportunity when a third is true: page one has room for a content page. The reason the pattern exists at all is structural.
Portals (Zillow, Redfin, Apartments.com, Niche, U.S. News) win transaction queries because they hold the inventory, and government sites win procedural queries because they are the authority. Neither of them writes the messy interpretive page a human actually wants at the research stage: what this costs in practice, what is different here, what nobody told me.
That page is the arbitrage, and it is usually being held by a realtor's PDF, a property manager's blog, or a SaaS company's content marketing.
The three gates a keyword has to clear
- Gate 1, money: is the cost per click high relative to the competition index, AND is there a real low-to-high top-of-page bid range underneath it? A CPC with no bid range is Google guessing.
- Gate 2, editorial room: does page one contain at least two or three ordinary content pages? A .gov wall, a Maps 3-pack, a portal wall, or an AI Overview that fully answers the question all mean the answer is no, regardless of how good the money looks.
- Gate 3, precursor position: is this the question asked BEFORE the spend, not during it? 'movers boulder co' is during (competition index 98). 'what moving to Boulder actually costs' is before.
Which number to trust
high_top_of_page_bid, not cpc. Across this sweep the Google Ads cpc field repeatedly exceeded the high end of the top-of-page bid range for the same keyword (for example water rights colorado at $15.18 CPC against a $10.06 high bid, hoa colorado at $14.17 against $5.26, denver mortgage lender at $54.94 against $51.44). Treat cpc as an upper bound and the bid range as the sober valuation.
Correction: the $22.29 should not be quoted
The exemplar that started this hunt is itself the thinnest data point found.
The $22.29 cost per click on "boulder colorado neighborhoods" appeared in an earlier note and it is an artifact. Google returned no top-of-page bid range for it, DataForSEO returned no difficulty value, and its own synonyms contradict it: "best neighborhoods in boulder" returns no CPC at all and "denver colorado neighborhoods" returns $1.31. The opportunity is real and the SERP is genuinely open.
The valuation is not.

Meaning
Google reports a cost per click but no low or high top-of-page bid. That means very few auction data points. The CPC is an estimate built on almost nothing and can move by an order of magnitude.

Its own synonyms contradict it: 'best neighborhoods in boulder' (110/mo, competition index 3) returns no CPC whatsoever, and 'denver colorado neighborhoods' returns $1.31. A $22.29 CPC sitting alone in a synonym group that otherwise prices at zero to $1.31 is an artifact, not a valuation. The SERP opportunity is real. The dollar figure is not.

- Verdict: The best pure arbitrage found. Statewide, not Boulder. Off-charter for all five Boulder sites. Combined addressable volume is modest (roughly 400 to 600 a month across the group), so this justifies a section of a broader Colorado homeowner property, not a domain of its own.

On the shortfall. The brief asked for 12 to 20 SERP-verified opportunities. Five passed. The shortfall is the finding: the pattern is real but rare, and most keywords that look like the exemplar on the numbers fail at the SERP check, usually because the query is procedural and therefore government-owned.
Where the numbers came from, and what to distrust
Search volume, difficulty and cost per click are estimates. Treat the ordering as reliable and any single number as approximate.
Tool problems found while doing this
The DataForSEO Labs keyword_ideas endpoint returns a keyword_info.cpc field that is NOT reliable at the high end. Two discovery sweeps returned CPC values of $476, $866 and $1,409 for ordinary local service terms. Every CPC in this file comes from the Google Ads endpoint instead, which returns plausible values with matching low_top_of_page_bid and high_top_of_page_bid.
keyword_ideas expands by product category, not by geography. Colorado seeds returned Vancouver plumbers, Milwaukee roofers, Tulsa security guards and Bay Area rehab. Roughly four of eight home-services seed sets and the entire tourism seed set drifted out of Colorado. A constructed place-by-category grid, priced through the Google Ads endpoint, was the only method that produced usable Colorado data.
- The kw_data_google_ads_search_volume MCP tool returns a maximum of 10 items per call regardless of how many keywords are submitted.
- bulk_keyword_difficulty omits the keyword_difficulty field entirely for many keywords. A missing value was never treated as zero; those keywords are marked difficulty null.
- Keyword difficulty is a backlink-profile score. On local-pack SERPs it is actively misleading: 'residential electrician denver' scores difficulty 1 and cannot be won by a content site at any price.
